
About The Philadelphia City Planning Commission
The Philadelphia City Planning Commission oversees implementation of the City’s comprehensive plan. The team also researches issues and policies that affect development in the city. This research, in addition to information gathered from the community, will be the basis of an upcoming revision to the comprehensive plan.

The Planning Commission has outlined its timeline for Philadelphia2050.

Phase 0: Pre-Launch
Winter 2025 - Summer 2025
Planning Commission staff develops engagement strategy for the plan by preparing materials and building out websites and in-person engagement hubs. An email campaign invites community organizations representing audiences not previously engaged with planning processes to apply to be Community Partners, who will host engagement activities for their audiences. Eight Community Partners are selected and are featured on the website.

Phase 1: Visioning & Analysis
Fall 2025 - Winter 2026
The plan update is officially launched through a media campaign and kick-off event. The campaign invites engagement through digital and physical vision card surveys. This storytelling and visioning strategy is designed to allow anyone in the city to give input, providing a better picture of the needs and concerns of residents.
Tactics include youth activities, pop-ups at neighborhood events, attending existing community meetings, focus groups and flyering. After this data is collected, staff works with community partners to interpret findings and continue to build trust and buy-in from community and city partners.

Phase 2: Review & Refine
Winter 2026 - Summer 2026
Engagement tactics feature “deeper dives” with more detail building on what we heard in Phase I and reporting back on what we heard. Neighborhood conversations continue through community workshops, project-focused pop-ups, and stakeholder focus groups. Neighborhood tours highlight assets as seen by residents.
Staff work with community partners to draft citywide plan goals and recommendations. Analysis of engagement findings is shared on the website.

Phase 3: Draft & Finalization
Summer 2026 - Winter 2027
The draft of the plan is posted on the website. Community Partners lead review of the plan draft within their communities and staff attends open houses to solicit input on the draft. A city-wide survey posted online and at physical engagement stations gauges resident support of project recommendations. Final edits are made to incorporate this feedback before presenting the final plan to the public.
